UK Government introduces Cyber Security and Resilience (Network and Information Systems) Bill

• On 12 November, the UK Government introduced the Cyber Security and Resilience (Network and Information Systems) Bill to Parliament, aiming to reform and expand the NIS Regulations 2018. The Bill seeks to strengthen national cyber defences against attacks targeting essential and digital services, including energy, transport, health, water, and digital infrastructure.
• The legislation will impose enhanced security and resilience duties on operators of essential services and certain digital service providers. It broadens scope to include critical suppliers and managed service providers, ensuring more organisations adopt proportionate security measures and report significant incidents to regulators.
• The Bill represents a strategic response to increasingly frequent and sophisticated cyber threats from threat actors. It aims to deliver a “step change” in UK national security, underpin economic stability, and make the UK a safer environment for business.
• Organisations in scope should prepare for stricter compliance requirements, including incident reporting, information sharing, and futureproofing measures. The reforms will align with the government’s strategic priorities for resilience and critical infrastructure protection.
