There are some reports being generated on capacity issues being experienced in some Azure UK and European datacentres with anecdotal reports on social media of various allocation and quota challenges.
This isn't the first time nor will anyone guarantee it will be the last. Microsoft have sophisticated planning around Azure capacity but massive increases in demand either in Azure or at the chip level globally means that occasionally you have periods of constraint until supply and demand balance out.
